PACIFIC PALISADES, Calif. — Commissioner Lara approved Order 2025-1, authorizing the California FAIR Plan to assess admitted-market insurers $1 billion to fund Palisades and Eaton claim payments — the first such assessment since the 1994 Northridge earthquake.
The FAIR Plan had already paid more than $900 million in claims by February 9. Insurers were permitted to pass part of the cost to policyholders as a temporary surcharge, so most California homeowners saw a line item on later bills.
