Newsom suspends CEQA and Coastal Act review for fire rebuilds

PACIFIC PALISADES, Calif. — Executive Order N-4-25 suspended California Environmental Quality Act review and Coastal Act permitting for repairing or replacing properties destroyed by the January fires, provided the rebuild is substantially in the same location and does not exceed 110% of the original footprint and height.

This is the rule that lets most like-for-like Palisades rebuilds skip environmental review entirely — but exceeding the 110% envelope forfeits the exemption.
