13 homes fully rebuilt across both burn areas as permit pace climbs

PACIFIC PALISADES, Calif. — As of February 23, 2026, 13 homes had been fully rebuilt out of the roughly 6,571 destroyed by the Palisades fire and the thousands lost in the Eaton fire — one in Pacific Palisades and 12 in the Altadena area.

Permit issuance accelerated in parallel, with 98 approvals in January, 93 in February and 107 in March. The gap between permits issued and homes completed is the defining feature of year two.
