PACIFIC PALISADES, Calif. — FEMA reported that federal assistance had exceeded $3 billion five months after the disaster declaration, including more than $136 million in Individual Assistance to 57,813 survivors and more than $2.9 billion in SBA disaster loans.
The lopsided split — most federal money arriving as loans rather than grants — shaped how many households financed their rebuilds.
