PACIFIC PALISADES, Calif. — LADWP published its preliminary Palisades Fire Water System report, addressing why hydrants lost pressure during the fire.
The utility maintained it never ran out of water, attributing hydrant failures at higher elevations to the rate at which tanks could be replenished against unprecedented demand. A fuller state analysis followed in November.
