PACIFIC PALISADES, Calif. — Engineering reports presented to the Palisades community found much of the area still out of compliance with modern disaster evacuation standards more than a year after the fire, and laid out nearly $1 billion in proposed infrastructure projects through 2033 — including roughly $650 million to underground power lines.
